Abstract

Local Government existence has been recognized by the Constitution of the Republic of Indonesia Year 1945, in particular article 18, which reads; The division of Indonesian regions over large areas and small the form of government structure defined by the Act, by looking at and remembering basic deliberations in the government system of the Republic of Indonesia, and rights origins rights in areas that are special. Local Government system is a subsystem of the national government system. Local Government organized by elements of the regional administration, namely; Local Government (Regional Head of the Regional) and along with the Regional Representatives Council. The existence of the regional council in the local government system is always changing in accordance with the legislation in force; the Act No. 5 of 1974 on the Principles of Local Government put the House of Representatives as part of the local government together with Head of the Region of the Region. At the time of Law Number 22 Year 1999 on Regional Government, puts House of Representatives as the Legislature Regional and Local Government as the Regional Executive Board, so clearly there Regions Executive Agency Region and the Regional Executive Board. At the time of Law No. 32 of 2004 put the House of Representatives as an element of the regional administration, who participates together in organizing the Village Head village government. While the latter is; Regional People's Council puts representation well as local government organizer element. Organizing development of local government is largely determined by the regulations applicable at the time.
