Standard and performance of an english language teachers programme

Abstract

In ensuring the readiness of a professional development programme to be implemented, the objectives of the programme have to be defined in details to be used as the programme design. These objectives, known as the programme standard, will then be compared to the programme installation that acts as the programme performance. One of the professional development programmes that went through this process was The Professional Upskilling of English Language Teachers (Pro-ELT) Programme. Hence, the objective of this study is to identify any discrepancies that might occur by comparing The Pro-ELT programme design set by the Ministry of Education (MOE) Malaysia with the programme installation. Two variables consist of programme selection and programme facilities were evaluated. The consultant expertise, staff qualifications and experiences, and participant prerequisite requirement were the elements under the programme selection. For programme facilities, the two elements were training venue suitability and testing equipment adequacy. Twelve respondents were interviewed. Official documents on the programme were also obtained. The interview transcripts and documents were collected and analysed. This study found that most discrepancies were identified under programme facilities in terms of the system requirement, as well as the equipment requirement for the test centres. As a conclusion, discrepancies identified were able to give information on which areas need to be amended to ensure the implementation of the programme is a success.
