    Abstract

What is an effective community leader? This is a qualitative research that examines effective leadership in the context of the Malaysian community. Effective leadership is explained according to various theories such as traits, behavioral, situational, charismatic, transformational, servant and community leadership. In answering the research question, data are gathered qualitatively through focus interviews and in-depth interviews. Quantitative data are also collected through survey to support the qualitative data involving 338 community leaders or Rukun Tetangga (Neighborhood Associations) Committee Members. The data from the interviews were recorded, coded and analyzed using the qualitative techniques and the quantitative data were analyzed using the SPSS. The results of the research describe the characteristics, behaviors, competencies and roles of effective leadership in a Malaysian community. There is a strong desire of the Rukun Tetangga leaders to serve the community, especially as reflected by the leadership roles they assume and the leadership behaviors they exhibit. Being leaders of a multiracial community, a democratic style with two-way communication is the most desired leadership behavior. The findings also emphasize the need to enhance leadership capabilities.
